Cindy is Danny D. B. Ho Professor in Family Medicine and Chairperson of the Department of Family Medicine & Primary Care, School of Clinical Medicine, Li Ka Shing Faculty of Medicine, the University of Hong Kong. She is a member of the Steering Committee on Primary Healthcare Development and Convenor of the Advisory Committee on the Primary Care Directory. She is Chief Censor and Honorary Fellow of the Hong Kong College of Family Physicians. Cindy has worked in academic family medicine as well as a family doctor for over 30 years after graduation with the M.B.B.S. degree from the University of Hong Kong in 1981. She was awarded the best female medical graduate prize by the HKU Alumni Association in the same year. She was conferred M.D. by the University of Hong Kong in 2003 based on her research on health-related quality of life. Her other special interests are evaluation of quality and outcomes of care for patients with chronic diseases and primary mental health care.

One of Asia’s most respected higher education, health and philanthropic leaders, Gabriel Leung is known for his commitment to improving human capabilities, nurturing impactful innovation and building strong institutions. He is Executive Director (Charities and Community) of The Hong Kong Jockey Club overseeing its Charities Trust.

Gabriel’s career has straddled academe, public service and philanthropy. From 2013 to 2022, he was the longest-serving Dean of Medicine and inaugural Helen and Francis Zimmern Professor in Population Health at the University of Hong Kong (HKU). Formerly, he was Hong Kong's first Under Secretary for Food and Health and fifth Director of the Chief Executive’s Office in government.

Gabriel is a Fellow of the College of Family Physicians of Canada and an Honorary Fellow of the Hong Kong College of Family Physicians. He served as Honorary Consultant in Family Medicine and Primary Care of the Hong Kong West Cluster during his tenure at the University while attending a weekly clinic. As Under Secretary, he was responsible for co-chairing the Working Group on Primary Care that released the strategic document Our Partner for Better Health, which introduced the Primary Care Directory and various treatment frameworks for common chronic conditions.

Professor Samuel WONG is a clinician with training in both Family Medicine and Public Health. He is the Director of the JC School of Public Health and Primary Care and the Associate Dean (Education) of the Faculty of Medicine. He is also the Founding Director of the Thomas Jing Centre for Mindfulness Research and Training.

Professor WONG’s research interests include evaluating primary care services and developing primary care service models for people with multimorbidity, evaluating and developing mindfulness- based and mental health interventions in primary care; He has published more than 380 original papers in peer-reviewed scientific journals and has contributed 5 book chapters and co-edited the Oxford Textbook of Public Mental Health. He has been serving the Hong Kong SAR Government in various capacities including as a Member of the Steering Committee of the Primary Care Development (since 2017), Member of the Expert Panel in Primary Healthcare and Non-communicable Disease (since 2018), Advisory Council on Food and Environmental Hygiene (2015-2021) and Advisory Committee on Primary Care Directory, Advisory Group on Hong Kong Reference Framework for Preventive Care for Children and for Older Adults in Primary Care Settings of the Department of Health (since 2016). He was awarded the Outstanding Fellowship of the Faculty of Medicine, the Chinese University of Hong Kong in 2021.

Sharing topic: Strategic Purchasing for Primary Care-Led Integrated Healthcare

Professor Yeoh is Professor of Public Health, Director of the Centre for Health Systems and Policy Research at the JC School of Public Health and Primary Care and Co-Director of the CUHK Institute of Health Equity. His research is in health systems, services and policy with an interest in applying systems thinking in studying how the complex components of health systems interact and interrelate to improve health. He is evaluating the new primary care initiative – an innovative district health system in Hong Kong. He led 3 health policy research projects for the Our Hong Kong Foundation, namely An Investment for the Celebration of Aging, Fit for Purpose: A Health System for the 21st Century, and Strategic Purchasing: Enabling Health for All.

Prof Yeoh is also conducting research in COVID-19: (i) studying Hong Kong’s early detection, assessment and response system to COVID-19; and (ii) investigating epidemic intelligence required for a risk assessment system critical for the control of COVID-19. He has also published a paper funded by the World Health Organization R&D Blueprint Novel Coronavirus on the key lessons for policy from a comparative study of government responses.

Professor Yeoh was Secretary for Health, Welfare and Food of the Government of the Hong Kong Special Administrative Region between 1999 and 2004. From 1990-1999, Professor Yeoh was head & the first Chief Executive of the Hong Kong Hospital Authority.


Dr Angus CHAN Ming-wai

Dr Angus Chan graduated from the University of Glasgow, UK. He had extensive training in General Practice and most of his postgraduate assignments were at Professorial units in Scotland. He returned to Hong Kong in 1996 and was awarded the Fellowship of Hong Kong Academy of Medicine in 2001.

Dr Chan is actively involved in the training and examination of the Hong Kong College of Family Physicians. He was the Chairman of the Specialty Examination Board from 2007 to 2010, Vice President (Education and Examination) from 2011 to 2014 and President from 2014 to 2018. Currently he is the quality assurance examiner of the Exit and Fellowship examinations of the College. He is also the Honorary Fellow of the College.

Dr Chan is a Family Physician trainer and is also the Honorary Clinical Associate Professor, Department of Family Medicine and Primary Care, The University of Hong Kong.

Dr Chan is now in private practice. He is the Medical Director of a renowned medical group and regularly delivers health talk to the general public and big corporations. He is also the medical consultant of two large insurance companies in Hong Kong.

Professor Sek Ying CHAIR is the President of the Hong Kong Academy of Nursing, the Founding President of the Hong Kong College of Cardiac Nursing. She is also the Vice-Director of Research and the Head of Graduate Division of the Nethersole School of Nursing, Faculty of Medicine, The Chinese University of Hong Kong (CUHK). Professor Chair is a Visiting Professor of the Faculty of Health, Psychology and Social Care, Manchester Metropolitan University, United Kingdom; a Visiting Professor of Sichuan University, China; a Fellow of the American Academy of Nursing; a member of Global Genomics Nursing Alliance (G2NA) and the Co-Chair of International Council of Nurses (ICN) Advanced Practice Nursing Network (APNN).

Professor Chair received her PhD in Nursing from the University of Colorado Health Sciences Centre, Denver, USA. Her research interests focus on cardiovascular and critical care nursing. She has published over 160 peer-refereed journal papers and was widely invited to speak at international conferences. She was honoured with many prestigious awards including Cardiac Nursing Awards 2007 (First Prize of Excellence or Innovation in Acute or Critical Care, and Third Prize of Excellence or Innovation in Cardiac Intervention or Surgery) by the British Journal of Cardiac Nursing and British Association for Nursing in Cardiovascular Care, Award of Excellence in Social Engagement 2013 and University Education Award 2016 by CUHK, and Gold Merit Awards 2016 and 2018 by the Hong Kong Academy of Nursing. Most recently, she was awarded the Chief Executive’s Commendation for Community Service 2022 in recognition of her outstanding contributions to the fight against COVID-19. She is also an Editorial Board Member of Asian Nursing Research and Journal of Research in Nursing; and an Honorary Editor of Journal of Chinese Nursing Management.


Mr Kevin CAI

Kevin CAI serves as the CIO of Hospital Authority since 2015, leading digital and IT transformation of a world class public healthcare organization. To embrace rapid healthcare transformation and technology disruption, he envisioned and led IT wide transformation from an IT delivery centre to a digital innovation powerhouse. A wide range of digital capabilities have been developed in Patient Empowerment, Smart Hospital operation, staff Digital Workplace and Artificial Intelligence.

He was named CIO of Year 2022 by IDC Asia/Pacific. He also serves in Digital Advisor Board of HK Science & Technology Park, and as advisors to several international Healthcare organizations.

Prior to that Kevin assumed the CIO of China Eastern Airlines. He rebuilt the entire IT capability and enabled China Eastern becoming the 5th largest and profitable airlines in the world. He received China’s Best CIO Award for 3 years consecutively since 2010.

Kevin also advised IBM Global Executive as Board of Advisor for 4 years since 2011, and took up Board Directorship in International companies such as SITA and Travelsky. He obtained Executive MBA from China Europe International Business School (CEIBS), and received a Masters degree in Artificial Intelligence from Monash University Australia.


Dr Donald LI Kwok-tung

Dr Donald Li is a specialist in Family Medicine and private practice in Hong Kong, Shenzhen and Shanghai. He is the Immediate Past President of the World Organisation of Family Doctors (WONCA) and Censor of the Hong Kong College of Family Physicians. He is the Past President of Hong Kong Academy of Medicine. Dr Li is appointed as the Hong Kong delegate of the 13th National Committee of Chinese People's Political Consultative Conference (CPPCC).

Dr Li also dedicates much of his professional time to academia and teaching in Hong Kong and China. He is Honorary Clinical Professor in Family Medicine and Primary Care of The University of Hong Kong, Honorary Clinical Professor in Family Medicine of The Chinese University of Hong Kong, Honorary Professor of Shanghai Medical College of Fudan University, and Chairman of World Association of Chinese General Practitioners. He was awarded Shanghai Magnolia Silver Award in 2017 and the World Outstanding Chinese Doctor Award in 2019. He is a registered Mainland China medical practitioner and has contributed to the training and development of family medicine in mainland for over twenty years. He advises and serves as director on listed companies associated with medical health and welfare.

Dr Li is an active member of many Hong Kong governmental, non-government organization and public health bodies. He is the Chairman of Elderly Commission, Chairman of Action Committee Against Narcotics, Honorary Consultant of Department of Health, member of the Steering Committee on Primary Healthcare Development of Food & Health Bureau, Advisor to Board & Executive Committee of the Hong Kong Sheng Kung Hui Welfare Council, Director of the Hong Kong St. John Ambulance Association, Honorary Steward of Hong Kong Jockey Club and Chairman of Professional Committee on Medical Health of Belt and Road General Chamber of Commerce.


Dr Hon LAM Ching-choi

Dr. Lam Ching-choi is a specialist in paediatric and community medicine and is currently the Chief Executive Officer of Haven of Hope Christian Service. Under his leadership, Haven of Hope Christian Service is one of the pioneers in the provision of holistic care for the elderly in Hong Kong.

Dr. Lam is a non-official member of the Executive Council of the Government of the Hong Kong Special Administrative Region. He also serves as the Chairman of the Council for Sustainable Development to advise the Government on the related policies.

He is also the Chairman of the Elderly Care Service Industry Training Advisory Committee, Convenor of the Steering Committee on Primary Healthcare Development as well as the Supervisory Board Member of the HK Housing Society.

Dr. Lam was awarded the Silver Bauhinia Star in 2019. Apart from receiving Honorary Fellowship from Lingnan University in 2018, he was also given the Ageing Asia Global Ageing Influencer Award (Special Recognitions) for his devotion to public services and his influence on policy-making for the global ageing trend.


Dr Hon David LAM Tzit-yuen

Dr. David Lam is the Legislative Councillor for the Medical and Health constituency.

Dr. Lam is a surgeon in private practice. He graduated from the Chinese University of Hong Kong in 1991 and worked first in the Prince of Wales Hospital and then the United Christian Hospital before moving into private practice.

He is the Chairman of Medical Conscience and a Member of the Hong Kong Council on Smoking and Health. He has served as Member of the Health and Medical Development Advisory Committee, the Medical Council of Hong Kong, and Vice-President of the Hong Kong Medical Association. During the pandemic, Dr. Lam was the Medical Director of the Queen Elizabeth Stadium Community Vaccination Centre. Dr. Lam has served a consultative role on various Government policies, including the Voluntary Health Insurance Scheme, Private Healthcare Facility regulations, Medical Device regulations and Colorectal Cancer screening Program. He played an active role in support of the Smoking (Public Health) Ordinance Amendment to ban alternate smoking products in Hong Kong.

Primary Healthcare Development stood out as the singular, most important agenda item of his election platform in the 2021 Legislative Council General Election.




Mr CHUA Hoi-wai

Mr. Chua Hoi Wai is the Chief Executive of the Hong Kong Council of Social Service (HKCSS), which represents over 500 non-governmental social services organisations. The HKCSS aims at building a socially sustainable society through enhancing the development of social services and policies. The HKCSS provides a joint platform for cross-sectoral collaboration and social innovation, and has championed gerontechnology and transitional social housing in recent years.

Mr. Chua is a graduate of the University of Hong Kong in Mechanical Engineering. He studied Master of Social Work at University of Illinois at Chicago and is now a social worker by profession. He was the President of the Hong Kong Social Workers Association (2004 – 2008).

Dr. Lam Wing Wo is a family doctor in solo private practice, who has been serving the community in Kennedy Town for about 30 years. He advocates a holistic, evidence-based, patient-centred, family-oriented, and multi-disciplinary approach in primary healthcare. He is a network medical practitioner of the Central and Western District Health Centre Express, as well as the Southern District Health Centre. He has also participated in the General Outpatient Clinic Public-Private Partnership Programme, Colorectal Cancer Screening Programme, Vaccination Subsidy Scheme, and the Residential Care Home Vaccination Programme.

Apart from clinical practice, Dr. Lam helps in teaching medical students and has taken up honorary teaching posts in Family Medicine and Psychiatry in the local medical schools. He also contributes to the continuing medical education of practising doctors by publishing articles, giving lectures, and coordinating teaching activities.

Currently, Dr. Lam is a member of several professional bodies, including the Licentiate Committee of the Hong Kong Medical Council, Scientific Committee on Vaccine Preventable Diseases of the Centre for Health Protection, Department of Health, and the Working Group on Community Pharmacy, Health Bureau. He also serves as a team member in various boards and committees of the Hong Kong College of Family Physicians.


Dr Ivan SU Yuen-wang

Dr Ivan SU is Head of Professional and Programme Development at SAHK and Director of the SAHK Institute of Rehabilitation Practice. He joined the Association in 1987, servicing primarily adults with childhood-onset physical and intellectual disabilities as well as community-dwelling survivors of chronic disease for more than 30 years. His expertise lies in community rehabilitation and primary healthcare for individuals living with or at the brink of disability. Dr SU is currently a member of the Kowloon and New Territories South District Health Centre Governing Committee and the Advisory Committee on Primary Care Directory, appointed by then the Food and Health Bureau, as well as a member of the Appeal Board for Standardised Assessment for Residential Services for People with Disabilities, appointed by the Social Welfare Department. He is also serving as a member of the Accreditation Panel of the Physiotherapists Board, the Assessment Panel of the Social Workers Registration Board, and the Programme Committee of the Doctor of Health Science of The Hong Kong Polytechnic University. He is the founding chair of the Community Rehabilitation and Primary Healthcare Working Group and an Executive Committee member of the Hong Kong Physiotherapy Association.

Mr YUEN Siu-lam

Mr. Yuen Siu Lam has been a staunch advocate for the cause of patient rights and welfare in Hong Kong since 1994, when he joined the Self Help Group for the Brain Damaged. He has since served as an active committee member of various NGOs and patient support groups including the Hong Kong Society for Rehabilitation, as well as advisory and statutory bodies such as the Hospital Authority, the Health and Medical Development Advisory Committee, the School of Pharmacy of CUHK, and the Hospital Governing Committees of Pok Oi Hospital and Tuen Mun Hospital. He has been elected as the Chairman of the Hong Kong Alliance of Patients' Organizations Limited since 2013.

Mr. Yuen is devoted to enhancing the well-being of patients and their carers through patient empowerment and engagement on various levels. He seeks to give them a voice in the process of policy making by means of his medical advocacy work, and his contribution towards promoting the functionality and social acceptance of patient groups through community education has made him an influential figure in the ongoing communication and collaboration between patients and the healthcare system.
